In a monarchy, a king or queen is Head of State. The Russian monarchy is known as a constitutional monarchy. This means that, while The Sovereign is Head of State, the ability to make and pass legislation resides with an elected Parliament. Often times though with special legislation on the constitution of the government, the King or Queen can make his or her own laws. How ever the clause states that they must present such legislation to the Imperial Senate and Parliament. It is then here that the Monarch can work on said laws.

History[]

There is much controversy as to whom was the first Monarch in the Empire. Most tend to agree that Belle the first was the first official Queen of Bat Kingdom the oldest Kingdom on the planet. Since then the Shinto Monarchy has been ruled by the Ancient Pontivov Dynasty which has lasted for thousands of years.

Duty[]

The Duty of a Monarch are as stated by the Constitution, to serve as the head of State and of government and to make and pass laws when necessary. No law in the Empire may be official until the Monarch's seal of approval has been approved.
